Scheduled Caste and Scheduled Tribes Cell

Introduction:
University Grants Commission sanctioned a special cell for Scheduled Castes and Scheduled Tribes in the year 2004 in the University. The Cell is to provide assistance to the SC/ST folks in admissions and other related matters and to assist in the implementation of reservation policy in the appointments for teaching and non-teaching posts.
Objectives:
The objectives of establishing “SC/ST Cell” are as under

  • To look after the implementation of reservation policy for SCs/STs in the University

  • To collect and create database regarding the implementation of the policies in admissions, appointments of teaching and non-teaching positions in the university, and to analyze the data showing the trends and changes towards fulfilling the required percentage.

  • To take such follow up measures for achieving the objectives and targets laid down for the purpose by the Government of India and U.G.C.

  • To implement, monitor and evaluate continuously the reservation policy in university for ensuring effective implementation of the policy and programmes of the Government of India

Functions:
The SC/ST Cell which deals with the following activities:

  • The main responsibility of the SC/ST Cell is to maintain reservation roster for all cadres in the University for SC / ST / OBC / PH.

  • The Cell monitors the backlog positions and initiates timely measures for filling up of the backlog posts.

  • Annual statistical returns pertaining to enrollment and recruitment of SC/STs in admissions, employment, allotment of Hostels, Residential quarters etc. are regularly maintained and submitted to UGC.

  • The University is providing statistical information periodically and promptly on all aspects to MHRD, UGC, Parliamentary Committee on SC/ST Welfare, Lok Sabha, Rajya Sabha and to National Commission for SC/STs etc.

  • Furnishing of Replies to the Parliamentary Questions on Reservation.

Activities undertaken by sc/st cell:
The University has been taking care of the students of SC/ST in admission process, scholarship and hostel facility etc. whenever required in addition to the general welfare of the SC/ST students.
The SC/ST Cell is actively engaged in coordinating and solving the problems related to admissions in the University, utilization and timely disbursement of scholarships, accommodation in hostels, and other measures with a view to see that the education system succeeds in bringing the Scheduled Castes and Scheduled Tribes to the level of the rest of the society with in the jurisdiction of the University. The Cell is also instrumental in monitoring the implementation of reservation policies in appointments as well as in allotment of quarters to SC/ST employees.
The Number of SC/ST students with regard to on campus courses offered by the university was quite meager since university has imparting education through the medium of Urdu. At present 47 students belonging to SC/ST categories have taken admission in different courses offered by the University.
Under the Distance Education programmes of the University,  1237 students from SC/ST categories have enrolled in different courses (Certificate, Diploma, Undergraduate and Post -graduate) offered by the University, from different states (Jammu & Kashmir, Uttar Pradesh, West Bengal, Bihar, Tamil Nadu, Andhra Pradesh, Madhya Pradesh, Rajasthan, Gujarat, and Jharkhand etc) all over Country. The respective Regional Centers, Study Centers, of the University have been requested to give special attention to these students with regard to Study material, counseling and any other related problem.
The SC/ST Cell has been periodically informing the different departments regarding the reservation policy of the Government of India in the matter of admissions. All the Departments of University strictly adhere to the rules of reservation i.e. 15% in the case of Scheduled Castes and 7.5% for Scheduled Tribes at the time of admission in various courses of studies. All the  Departments furnish the data to the SC/ST cell such as sanctioned strength for each course of study, number of seats reserved for Scheduled Caste and Scheduled Tribes candidates in different courses, the number of SC/ST students enrolled etc. The Cell collects information and maintains data regarding total number of teaching and non-teaching employees belonging to SC/ST Communities currently working in the university. The details of the collected data is forwarded to the University Grants Commission/ Government of India, periodically.
In order to create awareness among SC/ST students, it is proposed to conduct periodical visit of the staff of SC/ST cell to all the Regional Centres/ Study Centres of the University. This will infuse confidence among the SC/ST students enrolled in different courses of the University under distance mode.
In meeting at University Grants Commission, the University has appraised the members of the committee of SC/ST at the meeting held on:
- 14th November, 2007 at 10.30 A.M. in the U.G.C office, Bahadur Shah Zafar Marg, New Delhi.
The Committee noted with satisfaction the status report presented by the University regarding implementation of reservation policy for SC/ST in admissions, teaching posts and non-teaching posts.
Workshop:
The SC/ST Cell of the University has organized a one day Seminar in order to identify and solve the problems of SC/ST students at Sub-Regional Centre Jammu on 1st August 2007.
Statistical  Information with respect to  sc/st  students & employees:
After the establishment of the SC/ST Cell, all the Departments of the University, Regional Centres (Delhi, Patna, Bangalore, Bhopal, Darbhanga, Kolkata, Srinagar, Mumbai, Ranchi) and Sub-Regional Centres (Jammu, Lucknow, Hyderabad, Sambhal, Mewat, Amaravati) under the jurisdiction of University were requested to furnish the statistical information on implementation of the reservations for SC/ST students admitted in various Under Graduate and Post Graduate Courses, Book Banks and any other facilities providing to SC/STs students.
        However, it has been observed that, in all the Schools/Faculties of the University, whoever among SC/ST students has applied for admission, all of them were admitted.
Students:
University offers dual mode of education i.e. regular mode in the campus and also distance mode. The strength of students (1st year to final year) enrolled in the University (distance and regular mode) under different courses offered by the University are as follows:

It is observed that, (70%) of SC/ST students belongs to Jammu & Kashmir and remaining (30%) students belongs to different states (Uttar Pradesh, West Bengal, Bihar, Tamil Nadu, Andhra Pradesh, Madhya Pradesh, Rajasthan, Gujarat, and Jharkhand etc) all over Country.
  Scholarships:
The University offers fellowships/scholarship to all SC/ST students admitted in regular programme of study, particulars in brief are:

  • Scholarship @ Rs. 1000/- per month for Post-Graduates Programmes.

  • Fellowship to full time M.Phil/Ph.D scholars

Hostel Facilities:
In MANUU, the academics and accommodation are in close vicinity. Residential life in hostels ensures that students coming from different parts of the country learn to live together, grow together, and help in promoting goodwill and cooperation with each other. There are two residential hostels one for boys and other for girls, the girls’ hostel is under construction. Total number of students residing in the hostels are 150, out of which 30 students belong to SC/ST community.
University has been providing hostel accommodation to all the SC and ST students on priority basis. Moreover, the SC and ST students are exempted from payment of hostel fee (room rent). The results of this proactive action of MANUU are clearly visible. Almost all the students belonging to the SC and ST communities are staying in hostels.
Appointments:
The University has sincerely made efforts to implement the reservation policy for SC/ST candidates. The University is open to all irrespective of caste or creed and is thoroughly secular in character.  University is committed to work towards the educational and cultural upliftment of the downtrodden. Consequent to the efforts, the number of SC/ST candidates is on the rise in employment in the University. At present there are 50 employees belonging to SC/ST category working in the University, and also have their presence in the University staff quarters.
University has been strictly following post based roster system in filling up of vacancies under Teaching & Non-Teaching categories as per Government of India rules.

With the efforts of Honorable Vice Chancellor, all the appointments on the sanctioned posts are completed within the record time and number of SC/ST employees are increasing year after year and at present there is no backlog reserved vacancies in the University.
Visit of the Member of National Commission:
It is a matter of pleasure to mention that Mr. C. Kishan Singh Nayak, Member of the Commission for SCs and STs, Hyderabad, visited the University on 20th August 2007 at 11.30 A.M.
Honorable member verified the records regarding recruitment of Scheduled Castes as per rosters. He was satisfied with the status report of this University.
