Information under Section 4 (b) of Right to Information Act 2005  

            Maulana Azad National Urdu University is a Central University established by an Act of Parliament (Act No.2 of 1997, henceforth referred as Act / University act) with national jurisdiction.  The University is funded by Government of India through University Grants Commission.

 

The Objects of the University :

  1. to promote and develop Urdu language

  2. to impart education and training in vocational and technical subjects through the medium of Urdu

  3. to  provide wider access to people desirous of pursuing programmes of higher education and training in Urdu medium through teaching on the campus as well as at distance

  4. to  provide focus on women education

The University is governed by the Act, Statutes, Ordinances and regulations as may be amended and enforced from time to time.  

As per Section 5 of the Maulana Azad National Urdu University Act (henceforth referred as the Act)

The powers of the University are :

I.

  1. to provide for instructions and research in such branches of learning as are relevant for furtherance of the objects of the University

  2. to grant, subject to such conditions as the University may determine, diplomas or certificates to, and confer degrees or other academic distinctions on the basis of examinations, evaluation or any other method of testing, on persons, and to withdraw any such diplomas, certificates, degrees or  other academic distinctions for good and sufficient cause;

  3. to organize and to undertake extra-mural studies, training and extension services;

  4. to confer honorary degrees or other distinctions in the manner prescribed by the Statutes;

  5. to institute Professorships, Readerships, Lectureships and other teaching or academic positions, required by the University and to appoint persons to such Professorships, Readerships, Lectureships, or other teaching or academic positions;

  6. to appoint persons working in any other University or organization as teacher of the University for a specified period;

  7. to create administrative, ministerial and other posts and to make appointments thereto;

  8. to co-operate or collaborate or associate with  any other University or authority or institution of higher learning in such manner and for such purposes as the University may determine;

  9. to establish, with the prior approval of the Central Government, such centres and specialized laboratories, within or outside India, as are, in the opinion of the University necessary for the furtherance of its objects;

  10. to institute and ward fellowships, scholarships, studentships, medals and prizes;

  11. to establish and maintain Institutions and Halls;

  12. to make provision for research and advisory services and for that purpose to enter into such arrangements with other institutions, industrial or other organizations as the University may deem necessary;

  13. to organize and conduct refresher courses, workshops, seminars and other programmes for teachers, evaluators and other academic staff;

  14. to make special arrangements in respect of the residence, discipline and teaching of women students as the University may consider desirable;

  15. to appoint, on contract or otherwise, visiting Professors, Emeritus Professors, Consultants, Scholars and such other persons who may contribute to the advancement of the object of the University;

  16. to confer autonomous status on a Department in accordance with the Statutes;

  17. to determine standards of admission to the University which may include examination, evaluation or any other method of testing;

  18. to demand and receive payment of fees and other charges;

  19. to supervise the residences of the students of the University and to make arrangements for promoting their health and general welfare;

  20. to lay down conditions of service of all categories of employees including their code of conduct;

  21. to regulate and enforce discipline among the students and the employees and take such disciplinary measures in this regard as may be deemed by the University to be necessary;

  22. to make arrangements for promoting the health and general welfare of the employees;

  23. to receive benefactions, donations and gifts and to acquire, hold, manage and dispose of any property,  movable or immovable, including trust and endowment properties for the purposes of the University;

  24. to borrow, with the approval of the Central Government, on the security of the property of the University, money for the purpose of the University;

  25. to organize suitable distance education programme;

  26. to establish, maintain or recognize Study Centres for the delivery of the distance education system in the manner laid down by the Ordinances;

  27. to provide for the preparation of instructional material including films, cassettes, tapes, video cassettes and other Institutions dealing with the distance education system;

  28. to devise and implement suitable schemes for providing a base for promotion and dissemination of Urdu and to bring about the essential continuity in education with special reference to the delivery system in distance education consistent with the objectives of the University; and

  29. To do all such other acts and things as may be necessary, incidental or conducive to the attainment of all or any of its objects.

II       Functions of the University are carried out as per the Act, Statutes and Regulations by the following officers of the University  

(i)                  Chancellor

(ii)                Vice-Chancellor

(iii)               Pro-Vice-Chancellor

(iv)              Deans of Schools

(v)                Registrar

(vi)              Finance Officer

(vii)             Librarian

(viii)           Such other officers as may be declared by the Statutes to be officers of the University.

III.       Procedure to be followed in the decision making process  

            The decisions of the University are taken through collective wisdom of the members of its statutory bodies / committees.  The statutory bodies / committees are as under;  

(i)                  Court

(ii)                Executive Council

(iii)               Academic Council

(iv)              Finance Committee

(v)                School Boards

(vi)              Board of Studies of the various Departments  of Studies

(vii)             Equivalence Committee

(viii)           And any other body as may be constituted as per the provisions of the Act.

The Chancellor is head of the University.  

The Vice-Chancellor is principle Academic and Executive Officer.  Section 11(3) of the Act says  

The Vice-Chancellor may, if he is of opinion that immediate action is necessary on any matter, exercise any power conferred on any authority of the University by or under this Act and shall report to such authority the action taken by him on such matters”  

The Annual Report of the University is submitted to the Visitor and to the Government of India along with the statement of accounts and Balance sheet, to be tabled before both the Houses of Parliament.  

The Annual Accounts and Balance Sheet of the University are audited by the Officers of Comptroller and Auditor General of India .  A copy of Annual Accounts with the Audited Reports are also submitted to the Visitor and sent to the Ministry of Human Resources Development and also tabled before both the Houses of Parliament.

The employees and students of the University have every right to appeal to the Executive Council against the decisions/orders of any Officer or authority of the University.  The Executive Council after careful consideration may confirm, modify or reverse the said decision.  

 

IV.       Norms set by the University for Discharge of its functions  

            The University is governed in accordance with its Act, Statutes, Ordinances and Regulations.  The Principles of natural justice, fair play, equity and good conscience are paramount while arriving at a decision.  The University shall follow norms, instructions and guidelines issued by UGC and Government of India  

 

V.        Rules, Regulations, Instructions, manuals and records held by the organization under its control or used by its employees for discharging its functions

VI.       Documents and Records of the University  

            The Registrar is the custodian of documents and records of the University.  As per section 14(2) of the University Act, the Registrar shall have the powers to enter into the agreement, sign documents and authenticate records on behalf of the University.  

            A copy of any document, receipt, application, notice, order, prospectus, resolutions of any authority or Committees of the University, if certified by the Registrar shall be prima fasi evidence not withstanding anything contained in the Indian evidence Act 1872 or any other law for the time being in force.  

 

VIII.    Particulars of arrangements for consultation by the members of public in relation to the formulation of University’s policy or implementation there of.  

            The statutory bodies of the University are listed at Para (Module) III.

University Court:

The University court reviews the broad policies and programmes of the University.  It comprises statutory authorities of the University representatives of teaching and non teaching staff, Members of Parliament, distinguished professionals, industrials, trade union leaders, bankers, agriculturist etc.

Executive Council:

The Executive Council is the policy making body of the University. Among other members four members distinguished in academic and public life who are not in the service of the University are nominated by the Visitor of the University, i.e. His Excellency President of India . 

Academic Council:  

The Academic Council considers and approves the academic matters of the University. The Academic Council consist the representatives of Teaching and Academic staff. Apart from this six members not in service of the University, who have special knowledge or contribution to the field of education are co-opted by the academic Council.

Finance Committee:  

The Finance Committee considers and approves the financial matters of the University. The members with special knowledge and contribution to the field of concerned subject are nominated to the Finance Committee by the Government.

School Boards and Boards of Studies:  

The School Boards of the respective Schools and Boards of Studies of the respective Departments of Studies formulate syllabi, schemes of examination, etc.  

Two members who are not in the service of the University are nominated to the Board of Studies and School Boards of the Department and Schools respectively.  

If any person who is not member of any Committee / Body  of the University, but possess special knowledge or has suitable contribution in that particular field can be co-opted or invited to the proceedings and deliberations of that particular Committee / Body as a special invitee to make use of his specialization and expertise.   

The deliberations and proceedings of statutory bodies and committees are recorded in the form of minutes and the decisions taken in these bodies / committees are implemented by the authorities / departments concerned.  

VIII.    Statement of the Boards, Council, Committee and other bodies consisting of two or more persons… where the meetings of those Boards and other bodies are open to public or the minutes of such meetings are assessable for…  

            Access to the meetings of various authorities, bodies and committees of the University is restricted to the members of the concerned bodies only.  The members of general public are not allowed to attend or participate in these meetings.  The deliberations of the bodies are recorded in the form of minutes which are available for the public as per the norms laid down from time to time.  

 

IX.       Directory of Departments, Officers and Employees  

            The directory containing the names, designations and telephone numbers of some officers of the University is compiled.  The said information is made available on the University website: www.manuu.ac.in.

X       Monthly remuneration received by each officer and employees including the system of compensation provided in its regulations.  

            The details of monthly remuneration of the University officers and staff (teaching & non-teaching) are available in the Finance & Accounts section of the University.  The system of compensation would be regulated by the Statutes and Regulations of the University as promulgated from time to time.  

XI.       The Budget allocation to each of its agency indicating the particulars of  plans, proposed expenditure and reports on disbursement made.  

            The University submits its budget proposals to the UGC for grants.  The allocation and disbursement would be subject to the grants sanctioned and released by the UGC / Govt. of India.  However, the Annual Accounts and Balance Sheet of the University would be available with the Finance Officer.   

            Annual Report and audited Annual Accounts of the University would be made available on the website of the University after it is tabled in both the Houses of Parliament.

XII.     The manner of execution of subsidy programmes including amounts allocated and the details of beneficiary of such programmes.  

            The University being an Academic Institution provides medals, fellowships, scholarships, free ships, etc to its students.  The award of these fellowships, scholarships, would be based on the recommendations of a committee constituted for this purpose as per the statutes and regulations of the University.  

            The procedure for grant of such scholarships is notified at the time of inviting applications for the same. The names of beneficiaries of the scholarships would be displayed on the notice board of the University / Colleges.  

            The fare and transparent procedure is adopted for award of such fellowships and scholarships. In the case of award free ship to the students, three students of the respective departments of studies are nominated to such committee as members.  

XIII.    Particulars of concessions, permits or authorization granted  

            The particulars of concessions, permits and authorization to be granted are notified from time to time.  

XIV.    The details in respect of the information available to or held …  

            The University has its website: www.manuu.ac.in.  The information about the University, its objects and its programmes, notifications etc are posted on it for the information of staff, students and general public.  Employment notifications, admission notifications, prospectus cum application forms, examination results and other application forms are available on the website, which can be down loaded as and when necessary.  The required information in the Right to Information Act is also made available in the website.  

XV.      The particulars of facilities available to the citizens for obtaining information including the working hours of the library or reading room if maintained for the public.  

            The particulars of the programmes of the University are notified in various leading newspapers throughout India and also made available on the University website for the information of the students and general public.  The details of admission procedures, eligibility conditions, admission procedure etc are notified in the prospectus as well as on the website.  

            For appointment to various posts of the University a notification is issued in leading national newspapers and also placed on the University website along with the details of pay scales, eligibility, etc.  

            The working hours of the University library is notified and informed to the students from time to time.  

Similarly for all construction and public works tenders are also published in the leading newspapers as well as on the website of the University.

            Any information pertaining to the University is brought to the notice of students, staff and for general public, through University newsletter, University website circulars, notifications, press notes etc.  

            The procedure for obtaining information under the Right to Information Act would be notified from time to time. And fee prescribed for in this regard would be notified from time to time.
