Mandatory Disclosure about the University under RTI Act 2005

  1. The particulars of its organisation, functions and duties: Maulana Azad National Urdu University also known as MANUU was established in 1998 by an Act of the Parliament with the following mandate:
    • to promote and develop Urdu language,
    • to impart education and training in higher education through Urdu both in the conventional and distance mode, and
    • to provide focus on women education.
  2. Accredited with Grade A by NAAC, it now has six Schools of Study; 13 Departments; two Directorates; three Model Schools; three Polytechnic Colleges; three Industrial Training Institutes; three Colleges of Education; nine Regional Centres; seven Sub-Regional Centres; 161 Study Centres; one overseas exam centre; Academic Staff College; Civil Services Academy; Centre for the Professional Development of Urdu Medium Teachers; Centre for Urdu Language, Literature and Culture; Instructional Media Centre; Centre for the Study of Social Exclusion and Inclusion Policy; Centre for Nehru Studies; Centre for Deccan Studies apart from a satellite campus at Lucknow.

    The President of India, His Excellency, Shri Pranab Mukherjee is the Visitor of the University. The Chancellor is Dr. Sayeeda Saiyadain Hameed, Member Planning Commission. The Executive Council is the principal decision making body of the University. The authorities of the University include the Executive Council, Academic Council, Finance Committee, and Board of Management for Distance Education. The overall functioning of the University is managed by these statutory authorities. Each of these is governed by the rules and regulations laid down in the University Act.   3. The powers and duties of its officers and employees:
    The chief decision making council of the University is the Executive Council. The Vice Chancellor is the Chairman of the Executive Council as also of the Academic Council; the Finance Committee and the Board of Management for Distance Education. These bodies exercise the powers vested in them by the University Act in the discharge of their duties. The officers and employees of the University also hold powers and discharge duties as per the Act and as per rules and regulations passed from time to time.

  4. The procedure followed in the decision making process, including channels of supervision and accountability:
    The decisions are made under the provision of MANUU Act, Statutes, ordinances and rules and regulations framed by the MHRD and UGC from time to time.

    The Executive Council is the principal executive body of the University, empowered to look after the management and administration of the revenue, finances, and property of the University and the conduct of all administrative affairs.

    The Academic Council decides the academic policies of the University and provides directions on methods of instruction, evaluation, and improvement in academic standards.

    The Finance Committee is entrusted with the responsibility of supervising the financial affairs of the University.

    The Board of Management for distance education has been entrusted with the primary responsibility of promoting, coordinating and determining standards in the open and distance education system in the university. It formulates policies for the Directorate of Distance Education.
  5.   Under these major bodies are the School Boards, the Boards of Studies, and the Units which are further governed by the respective rules.
  6. The norms set by it for the discharge of its functions:
    The functions are regulated by the University Act, Statutes, Ordinances, and the rules framed by the MHRD and UGC for central universities. The rules, regulations and by laws framed by the Executive Council, Academic Council, Finance Committee, and the Board of Management are also significant policy framework for the discharge of its functions.

  7. The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions: &

  9. The particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof:

The Executive Council; the Academic Council; the Finance Committee and the Board of Management apart from Advisory Committees; School Boards and Boards of Studies are represented by eminent persons from academic community, professional bodies, industry and the nominees of the Government of India wherever applicable who help in the formulation and implementation of the policies and programmes.

A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards; councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public:

  16. The Annual Budget and Annual Accounts are finalized with the approval of Finance Committee and Division-wise/School-wise/Department-wise/Activity-wise allocation of funds is made. The disbursements are made by MANUU Head Quarters or through the Regional Centres and Study Centres, or through the concerned officers and are recorded in the Annual Accounts.

  17. The manner of execution of subsidy programmes, including the amounts allocated and the details of beneficiaries of such programmes:
  18. No subsidy programme is offered by MANUU.

  19. Particulars of recipients of concessions, permits or authorisations granted by it:
  20. No such scheme is operated by MANUU.

  21. Details in respect of the information, available to or held by it, reduced in an electronic form:
    MANUU is in the process of reducing information in an electronic form. The University Examination Results and Admission details as also information about Events is made available through the University website www.manuu.ac.in .

  22. The particulars of facilities available to citizens for obtaining information, including the working hours of a library or reading room, if maintained for public use:

Information may be obtained from the Reception Desk, office of PRO, Student Support Services Unit, Dean office, Office of the Head of the Department, Office of the Director, Office of the Regional Director/Asst. Regionl Director, Office of the Principal etc. during University working hours. The University observes five day working week from Monday to Friday and follows the holiday pattern of the Government of India. The working hours of the University are from 09.30 a.m. to 06.00 p.m.

    MANUU Central Library located on the Gachibowli campus caters to the needs of the students and faculty. The library working hours are from 9.30 am to 6.00 pm and reading is kept open from 9.00 am to 12.00 am (midnight)
